7.Where reference is made in this Division to the value of the water property, that value shall be determined on the date on which the Minister agrees to grant or transfer rights in the water property or, as the case may be, when a readjustment of rent is made, by applying, for each square metre in question, the unit rate of the land concerned if it has been assessed, or failing such, the unit rate of the adjacent riparian land. The unit rate shall correspond to the standardized value of the land entered on the property assessment roll, calculated per square metre. Failing a standardized assessment, the rate shall be $0.28 per square metre.
